Why Muslims women are not approachable?

I read a confession from a non muslim student in UKM. He wrote this confession in the Facebook:

Ada this one malay girl from KTSN always wear red jacket and long black hijab. I don't know her name, i think maybe she's from FSK or FGG, not sure. very cute, always play with cats, feed them food and sometimes i see her jogging at the lake by herself. i wanted to approach her but when she's alone, i get too shy. when she's with her friends, i lagi shy. i don't think i can ever do it. most of the time i think she's too good for me. i think there's something about certain muslim girls that make guys feel that they are not approachable. for example, this girl whom i find breath taking. aih what to do, i can only observe her from far, i can never be brave enough to approach her. 

He mix some words from Bahasa Melayu and English so I'm sorry for those who feel quite disturbing while reading it. I don't have time to translate it in proper English because I'm quite rushing here. The sentence which I bold is the most attractive sentence in this confession, to me. The answer is in the Quran. 

I'm able to read Quran since I was 6-7 years old but only now I understand this verse. How interesting. I understand it through a confession made by a non muslim. I think back, I look at what am I going through, my friends, what we always questioned about, I feel shame. When we look at others who always being the centre of attention, a lots of men admiring them, we ask ourselves " Are we not good enough, not pretty enough, not smart enough? Seems like nobody look at us, like us."  Well then when I think back, will I be happy and able to live peacefully if men look at me whenever I go, whatever I do? No, certainly i won't. Allah s.w.t had promised like in the above verse, those who wear appropriately according to the guidelines in the Quran, He will protect them. Hijab is NOT the symbol of oppression against women but yet hijab is the symbol of modesty. This is the meaning for 'things that make muslim women look like unapproachable'. The person also refer to certain muslim girls. Yes, the truth is only certain who dress up properly according to Muslimah code dress.
